No. Apsis plays completely offline, and your progress is saved on your device. The Android app goes online only for its ads and the Supporter pack, so without a connection the ads simply do not appear.
Your stars are the hearts you have left when the last arrow leaves: three stars for no misses, two for one miss, one for two. Lose all three hearts and the level starts again.
